Charter of Liberties
In 1701, in the Charter of Liberties, Penn granted the colonist the right to elect representatives to the legislative assembly.
Either a company, who receives a charter from their king and then elects a governor and council to represent them, or a proprietor, who gets land along with the right to do anything they want with it. They sometimes govern it themselves, or elect someone.
The colonies did not have the right to elect representatives to the British Parliament. While they had their own colonial assemblies that allowed for some local governance, decisions regarding taxation and other significant matters were ultimately controlled by Parliament, where the colonies had no representation. This lack of representation became a central grievance leading up to the American Revolution.
The colonists elected the leaders just like when adults elect presidents.
The colonists in charter colonies were allowed to elect their governors and both Houses. Colonists in the royal and proprietary colonies were only allowed to elect the Lower House, not the Upper House and governor.

A charter company is granted land to colonize and basically rule themselves/elect their own leaders. On the other hand, the royal colony is directly ruled by the crown
