Grant was supposed to be planning his own campaign, proceeding down the left bank of the Mississippi, to attack the town from the open country to the East. Meanwhile Lincoln had allowed a politician-in-uniform (McClernand) to raise a private army to march down the right bank, and if Grant wanted to control that army, he would have to switch to the right bank too. From that side, the high-lying town of Vicksburg was virtually impossible to attack, and Grant had to exercise much ingenuity to cross the river downstream without the enemy noticing.

The Confederate garrison commander was General John C. Pemberton, and he reported to his area commander, the astute Joseph E. Johnston. When the campaign got tough, Johnston realised that the town was doomed to fall, and urged Pemberton to evacuate the place and save his army. But Pemberton was also being urged by his President, Jefferson Davis, to save Vicksburg at all costs. That is why Pemberton could not concentrate on one steady course of action, and was driven into his lines for a five-week siege, ending with the inevitable surrender of 30,000 prisoners.
