The Cuban Missile Crisis was the closest the world ever came to nuclear war. The United States armed forces were at their highest state of readiness ever and Soviet field commanders in Cuba were prepared to use battlefield nuclear weapons to defend the island if it was invaded. Luckily, thanks to the bravery of two men, President John F. Kennedy and Premier Nikita Khrushchev, war was averted. In the related links box below, I posted the wikipedia Cuban Missile Crisis article for more information.

The first one is definitely the cuban missile crisis. The second one could vary but it probably has to do with the warsaw pact.
The Hotline between America and Russia was installed to enhance communication between the two countries . The two countries had experienced the Cuban Missile Crisis in 1962 and communications were poor between the two countries whilst looking for a solution to the crisis. So in conclusion the Hotline was installed to prevent bad communication especially if another crisis occurred.
The Cuban Missile Crisis brought the world to the brink of war because the United States stated that they would use any means to stop the USSR from bringing missiles to Cuba. The USSR was just as determined to take the missiles to Cuba. This led to a tense stand off between the two countries. Had the USSR not backed down, the two countries would have gone to war and their allies would have been pulled into the conflict.
The Cuban Missile Crisis was when Cuba allowed Russia to store nuclear weapons in their country. This was done because of the short distance between Cuba and the United States. The Cold War was a threat of nuclear war between the Soviet Union and the United States, in addition to all of their allies, in which the two countries were fighting over world power status. The Cold War was also a war between democracy and communism. This was the single most event that cut off Cuban and American relationships, and today, the two countries do not have any foreign diplomatic relations.
After the Cuban missle crisis in October 1962 both the US and Russia realized how close we had come to a nuclear exchange. They established a "Hot Line" between the two countries to avoid any doubts in the event of an accidental launch in the future.
