b'coz mahmud ghaznavi was interested in only plundering and looting the wealth of India and not in establishing his territory. but muhammad ghori established his territory in india even after once being defeated by brave rajput PRC but instead of being depressed , he again conquered india and even was successful. so muhammad ghori and not mahmud ghaznavi is regarded as the real founder of muslim empire in india
