Because it's easier!!! LaRue (EDIT) Yes, it's easier and faster. When things happen in society, we don't have time to go through so many processes for 2/3 of Congress vote and Executive Approval. Like when slaves became free men, the 3/5 compromise became null and void, this was a quicker and automatic reaction.
