Because it's easier!!! LaRue (EDIT) Yes, it's easier and faster. When things happen in society, we don't have time to go through so many processes for 2/3 of Congress vote and Executive Approval. Like when slaves became free men, the 3/5 compromise became null and void, this was a quicker and automatic reaction.

The formal amendment process, to the Constitution, requires a supermajority vote in the Senate, and consent (agreement) by three fourths of the states. This process involves most of the U.S., and is, therefore, a federal process. No state, acting alone can change or amend the Constitution (and, therefore, 'states rights' do not apply here).
Our founding fathers knew that our country would change in time, and we needed a governing document that could change along with the needs of it's citizens. So we have the formal amendment process in order to adapt to the changes and needs of our citizens.

Neither. The Necessary and Proper Clause is part of the original Articles of the US Constitution (Article I, Section 8, Clause 18), so it's not an amendment, but is a formal part of the US Constitution. When use of the Necessary and Proper clause is expanded beyond the justifiable reach of Congress, that would be considered an informal amendment process.
