Brigham Young was the second prophet and president of the Church of Jesus Christ of Latter-day Saints. He had successfully led the migration of the church from Illinois to the Salt Lake Valley and quickly began to establish the church in the region. Because of the persecutions the Saints had suffered and the seemingly callous disregard shown by officials of both state and federal levels of government, Brigham and the other leaders of the church determined to establish their local government more or less after the pattern established by Joseph Smith during their years in Nauvoo.
