The United States went to war with Japan because of their attack on Pearl Harbor on Dec. 7, 1941. The U.S. was more or less expecting war with Japan at some point, but not at the time and place the war began. After President Roosevelt's speech to Congress on Dec. 8, 1941; Congress declared war on Japan. The 470 for and 1 against (the sole vote against came from a profound pacifist Representative. She later voted for war against Germany and Italy [or was not present during those votes]). The United States went to war with Germany after Germany declared war on the United States on Dec. 11, 1941. The Congressional vote for this declaration was unanimous.
Basically, Mussolini had originally disliked Hitler when he took control of Germany, and came close to going to war with Germany in 1934 when Nazis assassinated the dictator who ruled Austria (the Austrian dictator was friends with Mussolini; additionally, Italy didn't want Germany to annex Austria and become too powerful). Although Mussolini disliked Hitler, Hitler greatly admired Mussolini and even tried to copy things that Mussolini had done. However, Italy wanted to build an empire, and picked a fight with Ethiopia, which led to a full invasion. Hitler was the only world leader who expressed support for Italy in their war; all other major countries condemned it. Mussolini finally began to like Hitler; he relented and did not try to stop Hitler from annexing Austria in 1938. Eventually Germany and Japan began working on an alliance that would fight against Communist aggression (Japan lost a very short war against the Soviet Union and wanted allies in case of another war with them). Italy also joined the alliance; eventually Italy and Germany would form the "Pact of Steel", officially bonding the countries together in World War II, which started about four months later.
Germany did NOT want to go to war with the US. But Germany DID want to go to war with the Soviet Union (RUSSIA), and did. The best way to defeat an enemy is to have him fighting on two sides (two fronts). Germany was already fighting Russia (Soviet Union) on the western side (western front), and needed to have Russia (Soviet Union) fighting on an Eastern side (eastern front). Japan had a reputation for fighting Russia, once in 1904-1905 (Russo-Japanese War-Japan won), and again in 1939 at NOMANHAN (Japan lost) located near Siberia. With that kind of record, Germany felt Japan might help Germany fight the Russians (again)...if Germany helped out Japan fight the United States, then Japan might return the favor. Three days after Pearl Harbor, on 11 December 1941, Germany declared on the United States. What Germany didn't know, was Japan was real tired of fighting Russia!

The Japanese government wanted assurances from both Germany and Italy that they would support Japan if it was at war with the United States. Japanese diplomats had been furiously lobbying Berlin and Rome on this serious matter. Although the Japanese had a draft treaty approved by Hitler and Mussolini, it was not a signed draft. Japan was rightly concerned that Hitler was stalling, and Mussolini would not sign anything unless Hitler signed a treaty first. The Japanese believed the roadblock was the idea that if Germany and Italy would support Japan, they might want a formal agreement that Japan would support Germany and Italy against the Soviet Union.

it was not that Italy refused to support Germany. Mussolini initially did not want to join the war because Italy was not ready militarily.
