The constitution said nothing about a presidents right to buy land. Jefferson was believed in the strict interpritationof the constitution, but he also believed in a nation of independent farmers. He ended up taking the land. April 30th, 1803, it was approved for fifteen million dollars.

The Jefferson Administration wanted to purchase the port of New Orleans from Napoleon, not the area known as the Louisiana Territory. The port was necessary if the "western" states and territories would have a permanent port to ship their goods and products without fear of the French cutting off the "right of deposit" in New Orleans. When America offered to buy the port, Napoleon surprised Jefferson by offering the entire territory for a cost that came out to about 4 cents an acre. It doubled the size of the US and opened the western section of North America to expansion by the US. It also led to future conflicts with Great Britain regarding the Northwest Territory, as the purchase of Louisiana gave the US a claim to that area as well as the British claim.

Jefferson thought he could avoid war by buying the Louisiana territory because France territory was right next to american territory therefore he was afraid they would fight over land and he didn't want to lose France's alliance so he asked France if he could buy Louisiana territory,but surprisingly France needed money after wasting its money on a long war with great Britain

No it was in the NorthWestern Territory, it became a state right around when we bought the Louisiana from the French.
