Pericles praises Athenian life in his tribute to the war dead to honor their sacrifice and to reinforce the values of democracy and civic duty that they fought to protect. By celebrating the unique aspects of Athenian society—such as its commitment to freedom, equality, and cultural achievements—he aims to inspire unity and pride among the citizens. This tribute serves both as a eulogy for the fallen and as a rallying call to continue defending their way of life against external threats. Ultimately, Pericles seeks to solidify a collective identity rooted in shared values and the sacrifices made for them.
Because a pure democracy leads to a dictatorship. Rather, a democracy based on limited government would allow everyone's rights to be respected. For example, in a pure democracy the minority (49.9999%) is subjected to the majority (50% plus 1) for example, in a pure democracy all the right-handed people could call for anyone left-handed to be executed and there would be nothing that the left-handed people could do to stop it. But with limited government, the government would be denied the right to execute people based on such silly things.

Pericles was the Governor of Athens so ceremonial speech-writing fell to his hand.

We today would call this a direct democracy or a radical democracy. And it was not Pericles' government - obviously it was the people governing. Pericles was a military leader and had strong political influence through his addresses to the Assembly. But the people decided, and the Council and generals executed their decisions.
