Stalin allowed approximately 10 million people in the Ukraine to starve to death in 1932 and 1933 when he collected all their grain for exportation leaving them nothing to eat in order to finance his 5yr plan. This period is called the "Holodomor". The fact is that Stalin is responsible for the death of millions more than Adolph Hitler!

He eliminated people who went against his authority and anyone who rebeled by sending them away where they were most-likely shot in the back of the head (the normal and sick routine) after they were no longer useful and they were killed.
