It forced the government and the people to take full responsibility for WWI, because they were forced to take the title of "loser" in WWI. In reality, nobody really prevailed in WWI. Germany was just the first to sue for peace, and therefore, they were the first to give up. The government gave up, not the people, and so the people wanted to know why they had to pay for a war that they didn't lose or really start. They had to pay reparations but couldn't keep up with them so France took occupation of the ruhr which caused unemployment for Germans living in the ruhr. They made more money to pay theses people but it became worthless creating hyperinflation. This led to major riots and extreme political groups rebelling.
