It was really underway when Britain, France, Germany, and Italy all declared war on each other. Why didn't the US get involved initially? 1. The Great Depression, and 2. The invasion of Poland in September 1939 posed no threat to the USA (unlike it did to France and the UK) so the USA decided to not involved in what was in effect a European war. Many Americans were sympathetic to the anti-fascist cause though, some even joining the British and Canadian armies. The time came in December 1940 when Japan pulled the USA into WWII by bombing Pearl Harbour and the rest is history.

In 1939 they didn't see Hitler as a threat and they thought that if they gave him some of the land he wanted he would stop. He signed treaties, but as he signed he lied when he promised things to the other governments. By the time Europe woke up Hitler was well on his way to consolidate his power and invade more.

World War Two began in September of 1939. Events in Europe leading up to a major war could not be controlled from the USA. The US remained an isolationist nation although the US President Franklin D. Roosevelt lent moral and diplomatic support to Western Europe. From the view in the late thirties and even looking back from today, both England and France had opportunities, many of them to stop Hitler. Instead France and England chose the path of appeasement.
