To end the Spanish American War the US gave Spain $20 million for the Philippines. They owned it and had paid good money for it. If they simply left, some other nation would certainly step in and take over the Islands. There were numerous factions in the Philippines that wanted to take control but the US did not see any of them as capable of self government at the time.
