To end the Spanish American War the US gave Spain $20 million for the Philippines. They owned it and had paid good money for it. If they simply left, some other nation would certainly step in and take over the Islands. There were numerous factions in the Philippines that wanted to take control but the US did not see any of them as capable of self government at the time.

The US had Purchased the Philippines and was certainly entitled to something for their trouble. The multiple Filipinio factions were at war among themselves at were blasting away at what they now termed invaders instead of liberators. The Filipinos like to say that they were misled and betrayed by the US, but that is lacking when the real evidence is closely examined. It did not fight to subjugate, enslave or exploit the Philippines.
