My answer: During the Middle Ages, Viking raids were common. There were no roman soldiers to guard cities. Therefore, what do people do when they are threatened are no one is there to explicitly protect them? THEY RUN TO THE NEAREST FORTIFIED building, which was either a church or the hall of a local lord. But in return for protecting them, the lords would ask for the peasants' fealty and services.
