Part of the reason was that France wanted to reestablish itself as a major world power after its surrender in WWII. Also, the French philosophy of colonialism was that its colonies were an actual part of France, some felt that letting them go would be like letting Normandy go. Rather than granting independence to their colonies the French hoped to reinforce the idea that all French colonies were French and all citizens in those colonies were French citizens, in an effort to create loyalty to France. There was also fear of Communism in Vietnam, though this was not as big of a concern as it would later become.
