Because unlike Germany, Austria was allowed to have its own central Government immediately in 1945. So there was no seperate East Austrian, Communist-dominated government that the Soviets could recognize. Moreover, the Allies decided that the Austrians had been 'occupied' through the Anschluss and been forced to join up with Germany in WW 2. So there was nothing like the initial condescence and distrust with which the Allies initially treated the Germans.
Nevertheless, it took several years before the Austrians got their independence back and they had to vow their 'eternal neutrality' (no doubt as a condition made by the USSR) as one of the first actions after regaining full independence.
