Because the Articles of Confederation weren't working.
To create a so called "new" government for the United States.
Philadelphia
The convention that came to be known as the Constitutional Convention or the Federal Convention, meeting in Philadelphia, was instructed by the government under the Articles to revise the existing frame of government. Instead, the delegates decided to throw out the Articles of Confederation and write a new constitution for the nation.
A constitution is a framework for government and the new nation, to survive, needed a better framework since the "confederation" didn't work. This meant they had to create a document that was able to create the government needed. So, the constitution was written from May to Sept. 1787 to form the government.
It was initially the "Grand Convention" or "Philadelphia Convention", not the Constitutional Convention, as it had been called in 1787 ostensibly to amend the Articles of Confederation. But the result, nonetheless, was the new US Constitution.
