Because the Soviet Union was hit harder by Germany and wanted to destroy their economy, but learing form the previous world war and the tready of peace, the United States thought to re-grown germany.

It all comes down to that the Soviets wanted revenge, and the Americans, who did not lose nearly as much as the Soviets did, wanted them to re-build.
