The primary reason has always been the Church, usually the Roman Catholic Church. The main reason for this was that the Jews refused to accept Jesus as their Lord and savior, but the Church was responsible for the expulsion of Jews from various countries over the centuries. Another large reason was that the rulers of various states could not be sure where their loyalties lay, Jews went to their own schools, held their own religious laws over the laws of man and held a kinship that seemed to be stronger than that of gentiles. Jews had in many states been excluded from certain professions and thus had trained more in others and their proficiency at these other professions was viewed with envy.
Because of their differences and the fact that they were always in smaller numbers in any community, it was easy to blame them for anything that was wrong.

However, open any newspaper and see how Israel is discriminated against when it tries to defend itself against its sworn enemies.

Hitler was a German Dictator. Also leader of the Nazi Party. The Nazis' had hatred for Jews. Hitler didn't just kill them because they were powerless. He despised them so much. Most Jews might have been powerless but they fought back.

While my personal suspicion is probably not, there really is no historical evidence to say with any certainty that the everyday Roman citizen liked or disliked members of Judah.(Jews) There is evidence however that the Roman government was not overly fond of the Jews and that sentiment seems to have been a two way street as evidence also suggests the Jews weren't overly fond of the Roman government.
