Most of the time, we coudn't use good or bad to judge an emperor.

He was good, because he He unified the language, currency and measurements. He built the Great Wall, which had protected chinese from the invasion of the nomadic people in the north for thousands of years. He conquered the other six kingdoms, ended the Zhou dynasty and become the first emperor of China. Without him, Chinese would speak in different languages ,write in different characters, use different currency, and today's China even wouldn't exist.

But he was very bad. He was definitely a tyrant. He killed a lot of people in the war, and numerous people died in the projects of building the Great Wall ,his palace and his mausoleum. In order to control the ideology, he set innumerable books on fire, and buried alive many scholars (most of them were confucians ).

He wanted his dynasty to last forever, but because of his cruelty, his dynasty ended very soon after he died.
