When the king and Parliament began fighting each other in the 1640's, Roger Williams obtained a charter from the Puritan-controlled Parliament. It provided for an elected governor and assembly.

But religion was left to Williams, who promptly decreed religious freedom for his colony. There would be no laws on religion and no government interference with the churches.

The climate of freedom attracted new immigrants, among them Jews and Quakers. Both groups had been discriminated against in England, prohibited from entering the universities or public service.

So, whereas Rhode Island respected the Quaker religion, it gave just as much respect to all other religious faiths as well.
