ancient Rome was a civilization for many reasons. First, the Ancient Romans had a good government. Second, the Ancient Romans had social classes, Gods, Goddesses, etc. Third, the civilization had a culture even thought they are considered imitators because they worship the Greek gods. Fourth, the Ancient Romans had specialized jobs. Fifth, they also had a stable food supply. That is why Ancient Rome is a civilization.

Yes they had water Ducts which provided running water, this would be usually a privilege to the wealthy as the water was pushed through lead pipes which meant then that the bigger the lead pipes the more tax, before this they had an Impluvium, and the poor use this as well after which would collect water from the hole in the roof the Compluvium which would have spouts decorated in shapes of wolves, lions, dogs and other animals this would then run through a pipe into the house and provide water for the household. They also had flushing public toilets, public baths. They had a public health system which was the first ever, they were well advanced, then in the middle ages it went down hill everyone didn't use these things they were forgotten about when the Roman Empire collapsed.

The Romans also adopted Greek sculpture, philosophy, medicine, science and sports.
