This is a highly contentious issue.

It would seem that they created it as an individual right, because they feared a government trying to disarm them and leave them helpless.

An alternate view is that they were speaking of a collective right, and that this one is pertaining to government militias.

Objectively, whether one is in favor of private gun ownership or not, the balance of evidence would seem to be on the side of it being an "individual" right. However, it has long been established by case law, statutes and law that the government has substantial abilities to regulate who can have guns and in what manner they may obtain them and have them.

Regardless then of how anyone feels, people may individually own guns so long as they do so in the manner the government currently allows.
