The U.S refused to allow Texas into the country because it wanted to have slavery legalized. At that time, there was a 50-50 balace between free and slave states and it was this balance that was keeping the country together. This left Texas as its own country for over 10 years. It was called the lone star republic. When Kansas became a free state, Texas was allowed in as a slave state to keep the balance.
