Tokyo was burned to the ground in April 1945. More people died when Tokyo, Japan and Dresden, Germany were burned to the ground than died in the atomic bombing of Hiroshima and Nagasaki. Tokyo was the home of the Emperor, whom the Japanese people loved. Hiroshima was bombed because it was considered to be a military target, and not the home of the Emperor.
