The french had been heavily punished in 1871 by the newly built Germany and thus wanted revenge. Germany took the first major action of the war by attacking Belgium and then France. As france acted as a battleground to the war, germany had caused massive damage to the infrastructure. The germans had also been very harsh with Russia in the brest-lithovsk treaty. It was not surprising that the allies wanted to heavily punish germany in a way similar to germanys treatment with russia. David Lloyd George and clemenceau had to consider their public in order to win the elections back home.
