Constantine was the emperor who made Christianity the official religion of Rome.

Constantine stopped the persecution of Christianity and also issued the Edict of Milan for tolerance of all religions, but did not make it the official religion of Rome. The first answer was correct. Theodosius I was the one who made it the official religion.
