The history between the Pope and monarchs has not always been a smooth road. The monarchs were not happy with the pope trying to impose his rules in their country. On the other hand the Pope was trying to conquer Europe and expand the Roman Catholic empire.

Middle Ages.
During the Middle Ages, the Roman Catholic Church had much temporal power. The pope often struggled with European kings for this power. These struggles were generally based on wealth and prestige.
Simply the Papacy during the medieval period was top dog, the pinacle of authority and in charge as it were. Kingship came into itself in the time around the reformation and so there was a power struggle such as that between a parent and a teenager.
The kings of Europe still listened and respected the wisdom and spiritual authority of the papacy but wanted to rule their people on their own. They had become independent enough to think for themselves and so wanted to do that under the guidance not command of the papacy.
However the Papacy at times had become very debase and corrupt, look at the Borgias, and so many other European monarchs felt they could no longer trust the teachings of the papacy.
Further more the papacy was a temporal power and as such often came to blows with kings over territories, such as with the sack of rome.
The conflict was called the Investiture Controversy- who had the authority to name bishops and abbots. The pope stated that only he could appoint them but some secular leaders stated that they, alone, could could appoint bishops and abbots in their kingdoms. The Concordat of Worms in 1122 settled the question (somewhat, there were still future controversies) by giving the pope authority to name Church officials but with input from secular leaders.
