Mark Antony never became emperor, as we use the term today. The title "imperator" originally was an honor bestowed on military commanders by the legions after great victories. Many Roman generals were declared imperator by troops, including Mark Antony who ruled as a member of a triumvirate that included Octavian (Ceasar's adopted son and heir) but they had a falling out and later led opposing factions in a civil war. Antony committed suicide after his defeat by Octavian, who cooped the name imperator (from which our emperor derives) as a substitute for king which had negative connotations for the Roman people. Roman dictators served for a set period of years and the office was not hereditary; thus, that office did not suite the purposes of Octavian (later known as Augustus). The phrasing is unclear. The form of government which preceded the Roman Republic was the Roman Monarchy. The Republic was followed by rule by emperors. However, the Republic did not pass this on to future civilisations because: 1) it was the collapse of the Republic, rather than some sort of handover; 2) no future civilisation tried to replicate Rome's period of rule by emperors or, for that matter, the Roman Monarchy.

They could not actually pass a law. Laws were passed by the voting assemblies made up of the Roman people. The people also had tribunes who had the power to veto anything the senate proposed. But the senators were clever and could and did pass resolutions which had a similar effect as a law if a tribune didn't veto them. Of course all this political posturing faded away during the principate when the emperor held the supreme power.

The Senate and the Emperor decided -- at times. The Roman empire spanned a long, long time and in various times the laws were created differently. Ideally, the senate was to propose a law and then the voting assemblies voted to either pass or reject it. However this was not always practical, so the senate got around this by passing "resolutions" that had the effect of a law. When the principate came into power, it was the emperor who proposed the laws and the senate, if it knew what was good for it, ratified the emperor's proposals into law.
