One problem was keeping abreast of the laws. Roman Law has an extremely complex history. Until around 450 BCE Roman Law was structured around religion (believed to be the Etruscan religion). Problems were taken up with the local religious leader. The wealthy had an advantage over the lower classes.
Next the Twelve Tablets evolved making people equal before the law and they only applied to Roman citizens. They lasted in original form until about 100 BCE and were modified and rewritten repeatedly until about 565 CE. The laws were constantly changing as Rome expanded and emperors came and went. Constantine made law and codified it in part, Justinian came to power in 527 CE and was the first to codify the full body of law.
As the Empire grew, hundreds of rulers added and changed the laws according to their personal views and origins. There was no instant communication at that time for disbursing changes in the law and no method of printing and distributing up to date copies. Therefore, in many cases, it was extremely difficult, if not impossible, to enforce or avail oneself of the law at any given time.
Despite the problems, Roman law was effective and formed the basis for much modern law.
