Very poor people drank water. If they had access to wells, springs, or rain water, it was usually safe. One of the reasons for epidemics of cholera and similar diseases was the use of river water that was polluted.

Yes but only if these people were peasants in the middle ages, they had to ask the lord who, if they could marry or can the leave the country. Peasants had no rights!! They were also very poor.
