The Law of the Twelve Tables of 450 BC contained a law which forbade marriages between patricians and plebeians. This caused such an uproar that it was repealed and plebeians were allowed to marry patricians again.
Why were the phlebeians not equal to patricians?
Roman society was divided in two groups: the Patricians, a relatively small group of the oldest and richest ruling families of Rome that exclusively made up the Senatorial ranks. All the others were Plebeians. Over time, many Patrician families lost their wealth and influence (but not their status) and many Plebeian families became rich and powerful. Rome's emperors came to depend largely on their ranks - also called the equestrian ranks - for the most important jobs. The Patrician families in the Senate found themselves over time more and more marginalized under the Emperors. And the once important and powerful offices reserved for the Patricians - like the office of Consul - became mostly ceremonial offices. So theoretically speaking the Plebeians ranked firmly below the Patricians - and this really was so during the earlier Republican years - but later on the tables were gradually turned and even before that, an impoverished Patrician family's father might be thrilled to see his daughter marry the son of a rich and old Plebeian family.

The plebeians were excluded from political power by the patrician aristocracy, which monoploised the seats of the senate and the consulship (the office of the two annually elected heads of the Republic) and the priesthoods. The rich plebeians fought for power-sharing and eventually gained access to the consulship and the other elected offices of state which were created as the republic developed, the senate and some of the priesthoods. The grievances of the poor plebeians were economic: the abuse of defaulting debtors, indebtedness, the interest rates of loans, shortages of land for the poor to farm and food shortages. They rebelled and created their own leaders, the plebeian tribunes and their own assembly, the Plebeian Council. These plebeian institutions were separate fomo those of the patrician-controlled Roman state. The Plebeian Council started to issue laws which pertained only to the plebeians. Then there were disputes over whether these laws should be binding on the whole people, including the patricians. Eventually a law made them binding of the whole people and this ended restrictions on the plebeians.
