The socalled Pax Romana had its beginnings not long after Octavian, who was Julius Caesar's adopted son, ended the civil war not long after his victory in the at the battle of Actium in 30 BC. Octavian emerged as the heir of Julius Caesar. Following this battle, Octavian passed from Alexandria to Roman areas in Asia and continued the re allotment of kingdoms & provinces. It was not until August of 29 BC did he reach Rome and was hailed as Rome's savior and almost all classes of Rome welcomed him. He was given an unprecedented triumph that lasted 3 days.

He was content to hold the esteemed office of consulship from 31 BC to 29 BC. He believed he had to take measures to make Rome's transition from civil war to peace as soon as possible. He sought to stabilize Rome and its empire. Octavian was well aware of the Republic's history of internal strife that resulted in prior civil wars, senate intrigues and lack of order that preceded him. In 29 BC the Roman Senate extended to Octavian unprecedented powers. The senate declared him Augustus ( other terms often used were Emperor and Princeps )(Octavian, btw never declared himself to be divine) He the power of the tribunes to veto any legislation. He was also in command of Rome's entire military, who swore an oath to him, not the Roman State.

He was given capital authority of the Consuls. Not long after he became the Pontifix Maximus, the head of all religious offices. He used part of the treasures from the conquered Egypt to make lavish distributions of money to the people for various shows and started a new building program for public works. He undertook financial measures to restore confidence in the "new Rome" and interest rates dropped by 2/3's.

He closed the temple of Janus thereby symbolizing the establishment of peace. This was followed up by a military demobilization on a large scale. He ended the Roman "draft". He reduced his legions from 60 to 28. A number he gauged was enough for defence. 100,000 veterens received gratuities and were settled in new or existing colonies. 28 of them were in Italy. By edict he granted amnesty to all that violated his own policies during the civil war. In settling disputes in the empire he used statesmanship rather than raising new legions.

All in all it can be said that the vast imperialistic practices were lessened significantly. Thus it became known as the Pax Romana. He also gave orders to hold a cenceus of the empire.

On the other hand, it refers to the end of civil war, which was a hallmark of the late Republican period.
