Augustus, the final victor of the civil wars which brought down the republic, established his absolute personal rule as started the period of rule by emperors. He did away with or emasculated the institutions of the republic, created his bureaucracy and gained control of the army. He asserted tight control over the state and re-established a strong central government which was capable to control the provinces of the empire and their governors (who previously had been unruly). This led to the 200-year period of relative political stability which historians call Pax Romana (Roman peace). It also helped the development of thriving trading networks throughout the empire, which Augustus encouraged with low taxes and infrastructural projects, such as the construction of roads, bridges, ports, canals dams and aqueducts.
