Yes as long as your parent say its okay.

As a child or teen you would need to respect the wishes and beliefs of your parents on the matter. As a teen, you will need to begin to form your own beliefs about it, and they may or may not differ from those of your parents, but you need to base them on what The Bible says, while still showing respect to your parents regarding their choices, even if you do disagree with them.

One thing you can do on Halloween is give out candy, either at your door or a public place, and give each person a Gospel tract with the candy. You can put them in a little sandwich bag, and put a tract in each one. There are tracts that are written specifically for the occasion, which you can find at Christian bookstores, or by going online to a search engine such as answers.com and typing in the words "Christian tracts," or "Gospel tracts," or even "Halloween tracts."
