Countries to the east of the International Date Line were last to see in the new Millenium, that is, countries who are -12hrs from the Grenwich Meridien. This doesn't actually include many places because even far west Alaska is grouped into the -9hrs zone.
In the -12hrs zone are Baker Island (0° 13N, 176° 31W) and Howlander Island (0° 48 N, 176° 38W), so they'd be the places to head for a late new year.
As an interesting aside, during the millennium celebrations, British Airways and Air France flew its supersonic Concorde fleet west with the time zones allowing its passengers to bring in the year 2000 in both Europe and the US. It was rumoured that the aircraft landed with as little as 78 gallons of fuel on board, having used afterburners on several occasions to ensure they made good time.
