In America, Congress is the only body that has the power to declare national holidays.

According to Title 5 of the US Code, neither Congress or the President has the authority to declare a holiday that must be enforced by the states - Federal holidays are only applicable to Federal employees and the District of Columbia.

Each state chooses which holidays it will recognize.

In the UK, the Government declares national holidays. Local councils can decide when the schools are allowed in-service days, holidays and such. However they all have a maximum and minimum number of days. Occasionally holidays can be added such as the Royal Wedding in April 2011 this is a one year occasion.
