We have a 29th day of February every four years in order to keep the Gregorian calender (the calendar in primary use in western countries and for world commerce) in phase with the seasons. The year is rougly 365 and one quarter days long. If we did not add a day every four years the calendar would shift slowly through the seasons so that eventually February, for example, would be a summer month (for a time) in the northern hemisphere and July would be a winter month.

The Hebrew and Islamic calendars do not incorporate this adjustment.

The Hebrews add a whole month to the year from time to time.

Islam does not add days or months, so that sometimes holy periods like Ramadan fall during winter and sometimes during summer, although they are always observed at the same point in the Islamic calendar.
