There's no set answer to that. The laws aren't the same everywhere. Adults are generally NOT allowed to ride on the sidewalk. But local regulations might apply. You really have to check what goes for where you live.

They shouldn't only be allowed, they should be encouraged. Cycling is better for the environment, better for the individual health and take up less space than car users.

Yes. Generally, bicycles must stay in the bike lane and traffic laws apply. By law, they must stop at stop signs and traffic signals, obey signs where relevant, and be mindful of pedestrians.

Are bicyclists classified as pedestrians?

Bicycles are classified as 'motor vehicles'. Although most bicycles do not come equipped with a motor, think of yourself as the motor. Also, people on bicycles are responsible for following all of the same traffic laws as other motorized vehicles (i.e. cars, trucks, motorcycles, etc.). You can be sited by a traffic officer for not obeying the traffic rules while riding a bicycle. (Consult your local police department for the specific bicycle road rules in your area.)
