The CADA allows you to jet in surface pipe and drill out without making an additional trip out of the hole. The 36" relies on skin tension to stay in place, and after observation from the ROV the CADA will release the BHA and allow you to drill out the next section of casing while all returns are coming up through the pipe. Low fracture gradients in surface section don't allow returns on the backside of pipe.

AnswerStart with a 1/4" drill bit and drill squarely in the center of the key tumbler opening.
