Minimum hardness is about 50 HRC, but, though the alloy is specific, there are a variet of heat treatments that can push this figure around quite a bit. A link is provided to the site of a supplier, and some good data on H13 steel can be reviewed there.

if its standard wrought carbon steel, the psi should be just about in the 100,000psi range. The last two digits of the designation, 75, are the carbon content. 0.75%. the higher the carbon content, the higher the tensile strength. The ultimate tensile strength of a steel such as AISI 1075 varies depending upon the heat treated condition and hardness. The tensile strength of a steel can be approximated from the hardness using hardness conversion tables found elsewhere on the web.
Carbon steel includes mild steel. Mild carbon steel(as it is referred to) contains .05 - .29% carbon. Medium carbon steel is from .30 - .59%. High carbon steel is from .60 - .99%. Ultra high carbon steel is from 1.00 - 2.00%. Steel is considered carbon steel up to 2.1%. Past that it is considered cast iron. The more carbon in the steel the harder and less ductile and maleable it is and also the more brittle it is. The less carbon in the steel more it will bend and shape without breaking. So in essence carbon adds strength but takes away from its elasticity. First and foremost it contains Iron which is magnetic. Use a magnet. It won't tell you what alloys are in the steel though. Lower grades of stainless are magnetic. Second would be an acid test. A series of different acids are placed on the steel and each one reacts to different elements (alloys). By observing color changes you can identify these and get a close guess as to what type of steel. Steel alloys are so varied it is very difficult to determine exactly what it contains. The manufacturers produce steel to meet certain requirements (tensile strength, malleability, hardness, etc) so the mixture can be made up of many alloys of varying amounts. Most steel electrodes will weld most steels. I have also seen an individual touch the steel with a grinder and identify it by the shape and color of the sparks.

EN31 is steel that has a hardness measurement of 63HRC. The Brinell-Rockwell hardness of the material ranges from 59 to 65.
Hardness of metal is determined by the carbon content. HRC is the Rockwell Hardness Scale. A hardness of 55-58 is not very hard compared to carbon steel.
Rockwell Hardness of steel 1018 ranges from 71 to 78 converted from Brinell hardness. The difference from 71 to 78 is caused by manufacturing metods and/or purity of the alloy. The corresponding test for 1018 is RHB wich must be done using 1/16 a ball penetrator.
