If you mean electricity wires, then you unlock the scroll you need on Rocket Reef because that's the first area you use them in. When you reach the task where you need to power Dr. F and Alexa's computers, they give you the scroll to make electricity wires. Hope this helps.

It's normally provided by a windmill or something like that. You just hook up a wire to it, and you'll see sparks coming out of the end of the wire, and that's how you get electricity
