Check to see if the spring is still good then just rewind the starter rope pulley to re-tension the spring. Can be a defective ignition switch which I suspect is your problem. Not the tumbler you insert the key into but the ignition switch located down under the dash behind the steering column. Can also be a loose or corroded battery cable, or the connections at the starter. There is a starter solenoid that can be bad but it is built into the starter which you replaced.
disconnect negative lead on the battery, lift front end, go to passenger side of the car, remove the power cable coming in then remove the (4) bolts around the starter pull it out insert another..
disconnect negative cable from battery. jack up car and put on stands. . starter is located right below dipstick, you will need a 14mm or 15mmbox wrench. two bolts are on the left side of the starter horizontally. one bolt attachs the battery cable and a clip hols the solenoid. remove and kragen can test the starter. replace and reconnect half inch or 12mm socket needed to disconnect the positive cable on the starter 15mm shallow socket needed for the upper bolt on the starter, a wrench, preferably a 15mm socket wrench for the lower bolt on the starter. There is a metal gasket on the starter, don't lose or damage it when you remove the old starter, you will need it for the new one, easier to insert it first before inserting the starter as opposed to trying to insert the gasket while it is on the new starter. Just replaced one of these today, cost $159 before tax Pep Boys 8/24/09, but there was a $40 core charge on top of that which will be refunded when I return the old starter, total inital charger $213 to get out of store w new starter (as opposed to rebuilt)
