If all the bolts are out, lightly tap the corners of the cover with a rubber mallet. This should break the seal and the cover will come off.
Do you mean the check engine light does not come on when you turn the ignition on? Possibly the bulb is burnt out.
on the majority of cars the light is for oil pressure not the actual level so it could just be reading on the dip stick and the light wont necceserly come on

There are 4 long screws holding it, did you get then all.
my guess is that it is the brake relay
The bulb is probably burned out and needs to be replaced.
