The GFCI circuit breaker may not reset due to a faulty connection, a ground fault in the circuit, or a malfunction in the breaker itself.
That means either there is a load (appliance or fixture) connected in the circuit that has a short and it needs disconnected before trying to reset. Or the breaker itself has gone bad and needs replaced.

had same prob with my 96. Take window fuse out and put it back in. It is like a breaker. You probably overloaded it.. Worked for me. Should reset.

Could be many reasons. -First try something else in same outlet, that will tell you if power is on. -(If not, then re-set breaker) If there is power at outlet, possibly a fuse or thermal coupling in the TV power circuit.
