No. The technological and intellectual resources required for cloning would have been well beyond the means of any institutions in Iraq to create.

He did not have clones.

He may have used a traditional body double, however, which is simply someone who looks a lot like him that is used to impersonate him when the need arises.

He had numerous such body doubles and was rumored to have used plastic surgery to make them appear almost identical to him, but they were never clones in the biological sense of the word.
