You address him as "Sir" and brace up to the position of attention however you do not salute.

Answer

It depends who you are. If you hold a lower rank, then you call him 'Sir'. If you are of higher rank, then you call him 'Mr Smith' or whatever his name is!

How do you name the The Warrant Officer who is responsible before the commanding officer for head counts and giving permits and the like?

Warrant Officers are not responsible for troops or personnel. But, in referring to a Warrant Officer, face to face you would address him as "Sir" as any other officer. If you work with him or are more familiar, he may permit you to refer to him as "Chief." If referring to a Warrant Officer in a conversation with a third party, you would refer to him as "Warrant Officer __________."
