Because of the type of occasion, an official, even though it might be informal, announcement is required. Once the person chosen to do this has officially told the guests of the happy news, a speech or two are in order, but not essential.

Just bear in mind that if a wealthy relative or parent is giving an engagement gift such as a house, car, or other lavish offering, it isn't polite to tell the guests all about it. At the wedding it's okay, but not at the engagement party.
