The office of Prime Minister has evolved down the Centuries to being what it is today- even before the English Civil War, which led to the Establishment of Parliamentary Government, there was a titular Head of Government, but he was appointed by the monarch and known by the title of 'First Lord of the Treasury'. The autonomy of Parliamentary Government remained heavily controlled by the monarch even after the Civil War, but the seeds for democratic rule had been sown and the first true Prime Minister is regarded by most historians as having been Sir Robert Walpole, who was in office from 1721-42.
