The facts show quite clearly he was NOT, by definition a "president" but a dictator who despised everything relating to modern western culture. 1967, immediately after the six day war, he deported everyone who was not a natural citizen of Libya. He then sealed the borders to Libya effectively preventing the people from learning and growing intellectually.
